Coordinator for Coalition of Finance Ministers on Climate Action at the World Bank. Formerly Programme Lead Macroeconomics, Senior Economist at the New Economics Foundation, where he started up the coalition known as Fiscal Matters. He specialises in monetary, financial and fiscal policy reform – with an environmental and distributional lens.

Frank currently works on changing fiscal rules, modernising debt sustainability models and updating monetary policy toolkits – with a special focus on integrating climate/nature related risks into fiscal, monetary and prudential policy in Europe and the UK.
